Competition Details Highlight

The competition is arranged as a two-stage international ideas competition open for qualified overseas and local planners, urban designers, architects, engineers, landscape architects and surveyors. Entries submitted in Stage 1 will be shortlisted for further development in Stage 2.
Objectives

The objectives of the Competition are to collect design ideas and concepts for the KTF and encourage public participation in the design of the facilities. The ideas and design concepts should achieve the followings: -

  • Establishing an original design theme for KTF;
  • Creating an accessible and dynamic urban space that will encourage ownership by Hong Kong people and attract the attention of visitors;
  • Complementing the overall design and development principles for the KTD;
  • Strengthening the relationship between the land-based facilities on the harbourfront and waterbody;
  • Allowing opportunities for greater use of the waterbody;
  • Providing for a green and low-carbon environment.

Background
In his 2013 Policy Address, the Chief Executive announced the proposal of setting up a recreational landmark – “Kai Tak Fantasy” (KTF) at the former runway tip in the Kai Tak Development. On top of recreation facilities, it can be turned into an a tourism and entertainment destination, which will reflect Kai Tak's unique aviation, maritime and transportation history for the enjoyment by the general public.

Based on the Kai Tak approved outline zoning plan, the EKEO will launch an international ideas competition to look for creative thoughts and design excellence for the KTF. The competition aims to optimise KTF's development potential as a world class tourism and entertainment hub, which will have a synergy effect with the various Energizing Kowloon East initiatives in facilitating the transformation of Kowloon East and sustaining the long-term economic growth of Hong Kong.

(i) Kai Tak Runway Tip
The Kai Tak runway tip is at the centre of city east. It enjoys a panoramic harbour view, and is adjacent to Cruise Terminal Building and the Kwun Tong Typhoon Shelter. It is a perfect place to be developed into a world class tourism and entertainment hub for the local people and visitors. It can also be extended to other areas such as the water body to give visitors a unique leisure and learning experience.

(ii) Kwun Tong Ferry Pier Action Area
Kwun Tong Ferry Pier Action Area has the potential to facilitate the transformation of KE into an alternative CBD for Hong Kong. While the operations of the existing piers have to be maintained, the contestants can make KE into a business area with special character by including artist workshops and office studio, retail, restaurants, outdoor performance area and waterfront promenade for diversity and vibrancy.

(iii) The Enclosed Waterbody between the Kai Tak Runway Tip and Kwun Tong Ferry Pier Action Area
A vibrant waterfront is crucial to energise KE. The intention of including the Kwun Tong Typhoon Shelter in the Competition Area is to request the contestants to propose suitable water activities in undertaking the design so as to make good use of the waterbody while maintaining its function as a typhoon shelter.
