The 2013 Policy Address announced the proposal of setting up a recreational landmark – Kai Tak Fantasy – on the site of the former runway tip in the Kai Tak Development. An International Ideas Competition was held to solicit creative and innovative proposals for Kai Tak Fantasy to be developed into a tourism, entertainment and recreation destination for both the local community and visitors – A Place For You.
With reference to the winning scheme together with the good ideas and elements of shortlisted entries of the Competition, the Government has commissioned a feasibility study to review the planning, urban design and development proposals for the Kai Tak Runway Tip (KTRT) area. The study area is about 20 ha, covering mainly the existing/planned public open spaces in the area including the Kai Tak Runway Park (KTRP) and the Tourism Node (TN) site. The Study aims to formulate a sustainable, innovative and feasible design and development scheme for the developments at KTRT to guide their future implementation, having regard to the design merits of the winning and shortlisted schemes of the Competition.
The key planning objectives of the Study are to create a unique and holistic destination as well as harmonization and integration of various components of the KTRT developments by promoting synergy and variations in the open space design to meet public aspirations. KTRT is envisioned to be a place for all embracing the healthy city concept. A combination of active, passive and interactive open spaces with various themes and extensive greenery are proposed to promote quality design and diversity for enjoyment of both locals and visitors. The existing KTRP Phase 1 would be enhanced in conjunction with the development of the proposed KTRP Phase 2 to strengthen the aviation theme and to feature water-themed design in a cohesive and attractive manner. Connectivity is promoted by providing a traffic-free environment through careful siting of vehicular accesses. A comprehensive pedestrian network is proposed to enhance accessibility within KTRT and to other parts of the Kai Tak waterfront. In addition, "GreenWay" is proposed to complement the planned cycle track network in the Kai Tak Development.
Taking into account the overall planning and design framework, a master layout plan and a landscape master plan have been formulated under the study.
The TN site has an area of about 5.9 hectares and is intended primarily for the provision of tourism-related commercial, hotel and entertainment facilities as well as a public observation gallery. The study has duly considered the relevant planning and urban design considerations and developed an indicative massing to demonstrate the technical feasibility of the development.

KTRP is located at the tip of the former Kai Tai Runway. It enjoys a world-class panoramic view of Victoria Harbour and distant features of the Lion Rock, Kowloon Peak and Lei Yue Mun.
KTRP Phase 1, which has a grand lawn (over 1 ha) and seasonal flowers to create interest and character, was opened to public in June 2014. In response to the aviation history of Hong Kong, part of the original Kai Tak Runway is retained and integrated into the design of the Park. The design of the Park also takes into consideration environmental friendly concepts, such as using local manufactured recycled glass paver and permeable paver as major paving materials, and using old container units to assemble the public lavatory block, with climbing vines and shrubs to make it visually integrated into the park.
To echo with its aviation theme, EKEO in collaboration with the Government Flying Service (GFS) and relevant government departments installed the retired fixed-wing aircraft Jetstream 41 at KTRP Phase 1 for permanent public exhibition. Based on the recommendations of the Study, we are implementing Phase 2 construction and Phase 1 improvement works of KTRP to further enhance the aviation theme in Phase 1 and to dovetail with other adjacent developments and infrastructures.
