The 2013 Policy Address announced the proposal of setting up a recreational landmark – Kai Tak Fantasy – on the site of the former runway tip in the Kai Tak Development, Kwun Tong Action Area and the enclosed water body between two. An International Ideas Competition was held to invite creative and innovative proposals for Kai Tak Fantasy to be developed into a tourism, entertainment and recreation destination for both the local community and visitors – A Place For You.
Before launching the Competition, we conducted the first stage public engagement on design requirement and technical arrangement during Jun/Aug 2013. All the views were suitably adopted in the competition document.
The Kai Tak Fantasy International Ideas Competition was launched in November 2013.
Four submissions, out of 80, were shortlisted during the first stage adjudication in Apr 2014. Stage 2 Public Engagement on the shortlisted submissions was carried out in June to August 2014. Public opinions collected were consolidated and reported to the Jury Panel for their consideration during the final assessment. In parallel, we organized the 'A Place for You' Video Contest, through which participants told us their vision and place-making ideas for Kai Tak Fantasy.
The Kai Tak Fantasy Award Ceremony, officiated by Secretary for Development, was held in November 2014. The results of the Kai Tak Fantasy International Ideas Competition on Urban Planning and Design and the 'A Place For You' Video Contest were announced and prizes presented. "Kai Tak 2.0: Healthy Lift Off" having the theme of healthy city was selected as the winning entry of the International Ideas Competition.
The Tourism Node, on a 5.9 hectare site, is a major component of the Kai Tak Fantasy project which encompasses a visionary plan to develop the former runway tip and its adjoining areas into a world-class tourism, entertainment and leisure hub. It will comprise commercial/office/hotel uses and entertainment and leisure facilities with a total maximum gross floor area of about 230,000 square metres.
To gauge market interest on the Tourism Node development, the Energizing Kowloon East Office (EKEO) invited submissions of expression of interest on a non-committed basis for the development of the Tourism Node in 2015. Please refer to the Briefing Document and EOI Document in the Related Information section below for the EOI requirements and relevant information. Upon closing of the EOI, a total of 11 submissions were received by the Government. While ideas and suggestions received through the EOI exercise may be used by the Government for reference in formulating the detailed development requirements for future land tender, any interested party is welcome to participate in the future land tender irrespective of whether he had made any EOI submission.
With reference to the winning scheme together with the good ideas and elements of shortlisted entries of the Competition, two detailed planning and engineering studies, viz Planning and Urban Design Review for Developments at Kai Tak Runway Tip – Feasibility Study and "Planning and Engineering Study on Kwun Tong Action Area – Feasibility Study", are being undertaken by the Government to further develop the Kai Tak Fantasy project.
