Kowloon East Pedestrian Environment Improvement Review Feasibility Study

The Energizing Kowloon East Office (EKEO) of the Development Bureau commissioned the Civil Engineering and Development Department (CEDD) to conduct this study in year 2023.

We aim to comprehensively review the pedestrian environment covering the whole Kowloon East (KE) to further enhancing the overall connectivity of the second Core Business District (CBD2); and to explore the opportunities for extending the pedestrian network to the residential areas in KE's hinterland to enhance and strengthen both the internal and external pedestrian network coverage of CBD2.

The study has reviewed pedestrian improvement measures proposed under previous studies in KBBA, KTBA, SPKBA and KTD, and analyzed existing and future pedestrian environment based on existing situation, on-site observations, pedestrian flow surveys, and pedestrian modeling analysis.

In consideration of the technical analysis, development opportunities near KE business areas, and pedestrian facilities planned or under construction in the area, the study proposed four pedestrian connections between business area and adjacent residential areas in the hinterland (viz. Tsui Ping Link, Kung Lok Link, Amoy Link and To Kwa Wan Link). The proposals embrace various improvement proposals for pedestrian facilities within KE, including short-term and medium/long-term pedestrian environment Improvement schemes to provide a better pedestrian environment.
