KBAA

Ove Arup & Partners Hong Kong Limited has been appointed by EKEO to undertake the Planning and Engineering Study for the Development at Kowloon Bay Action Area (KBAA) – Feasibility Study ("the Study") to review and formulate feasible development options taking into account various planning considerations including the connectivity between KBAA and the surrounding area. The area has great potential to become a new and vibrant development node in Kowloon East. The existing government facilities currently occupying the KBAA site are proposed to be relocated to release about 7 hectares of government land for the comprehensive development. On the basis of the Preliminary Outline Development Plan (PODP) which went through public consultation, the Recommended Outline Development Plan (RODP) was formulated, and the Kwun Tong District Council was consulted on the RODP in September 2021. The RODP is shown on this page.

RODP

KBAA is primarily planned for a commercial hub providing office, hotel, retail, food and beverages, open space and public transport facilities, etc. Excluding the two commercial developments completed in 2019 (known as Capital Tower and The Quayside), KBAA would provide about 410 000 m2 of commercial floor space, together with about 21 400 m2 of public open space located at different levels. To promote walkability and connectivity, a comprehensive multi-level pedestrian network is planned for KBAA to connect the green transport hub and activity nodes, including the nearby MTR station, Kai Tak hospital cluster, Kai Tak Development and Promenade. The section of Cheung Yip Street within KBAA is proposed to be closed and pedestrianized to create a vibrant streetscape. Besides, traffic improvement measures are proposed at several critical junctions in the vicinity to improve the local traffic condition.

The Study was completed and the study recommendations were incorporated into the relevant Outline Zoning Plan. Major findings and recommendations of the Study are summarized in the executive summary below.
