To facilitate early provision of planned pedestrian links to enhance connectivity and walkability, an incentive policy by way of waiving the land premium payable for lease modification for provision of such links (including footbridges and subways), using Kowloon East (covering the Kowloon Bay and Kwun Tong Business Areas) as a pilot area, was announced in the 2016 Policy Address.
The Policy has been welcomed by the community and considered to be an effective measure to incentivize the private sector to do more to make the city more connected and walkable. To improve the administration of and inject more flexibility into the Policy to better serve its intended purposes and expedite implementation of the approved links, the Chief Executive in Council endorsed on 5 January 2021 refinement measures applicable to applications across the territory, including Kowloon East.
Interested private landowners with pedestrian link proposals within Kowloon East can now submit applications to the Energizing Kowloon East Office of the Development Bureau and the District Lands Office/Kowloon East of the Lands Department for necessary lease modification to construct pedestrian links connecting to their lots at their own cost in accordance with the planned pedestrian network for the Kowloon Bay and Kwun Tong Business Areas. The pedestrian network is shown on the Kowloon Bay Outline Development Plan No. D/K17/2 and Kwun Tong (Western Part) Outline Development Plan No. D/K14A/2 promulgated by the Planning Department on 2 February 2017 and 23 January 2019 respectively, which can be inspected at the Planning Department’s Planning Enquiry Counters, and available for sale at the Lands Department’s Map Publications Centres. Any proposals for additional links or significant variations to the planned pedestrian network should be supported by pedestrian environment improvement studies, which will be considered by the Government on a case-by-case basis.
As pre-requisite conditions of the Policy, the applicants will be required to bear the design, construction, management and maintenance responsibilities and related costs of the approved links, and provide, as a norm, 24-hour barrier-free public access at such links. The applicants will also need to work on other issues related to the implementation of the pedestrian links such as their design, visual impact, gazettal and objection resolution, etc.
