Pedestrian-vehicle separation system plays a pivotal role in advocating the concept of “Walkability” in Kowloon East. The provision of subways and elevated walkways can improve the pedestrian connectivity, road safety and efficiency. In recent years, several proposed subways and elevated walkways were completed and put into operation. Apart from this, relevant government departments have also been taking forward the engineering planning and design of some infrastructure projects.
Recently Completed Projects
- The elevated landscaped pedestrian deck at MTR Kwun Tong Station
The elevated landscaped pedestrian deck at MTR Kwun Tong Station was commissioned in February 2026 to enhance connectivity between MTR Kwun Tong Station and the surrounding area. [Figure 1]
- The landscaped elevated walkway to the New Acute Hospital
The landscaped elevated walkway connecting the New Acute Hospital (NAH) and the Kowloon Bay Business Area was completed in 2025. This elevated walkway will open in due course in conjunction with the NAH project to enhance pedestrian connectivity and accessibility between the NAH and the Kowloon Bay Business Area. [Figure 2]
- Footbridge near Exit A of MTR Kowloon Bay Station
A footbridge near Exit A of MTR Kowloon Bay Station was commissioned in March 2025 to cope with the increased pedestrian flow, and provide a barrier-free access. [Figure 3]
- Footbridge near Exit B of MTR Kowloon Bay Station
The footbridge connecting Exit B of MTR Kowloon Bay Station and the East Kowloon Cultural Centre (EKCC) was commissioned in January 2023 to enhance connectivity between MTR Kowloon Bay Station, the EKCC and the nearby residential areas as well as alleviating congestion at the existing walkway system. Projects under Engineering Planning and Design
- Proposed Pedestrian Environment Improvement Works in Kwun Tong Business Area – Ngau Tau Kok Portion
Highways Department is carrying out the investigation and preliminary design for the proposed pedestrian environment improvement works in Kwun Tong Business Area – Ngau Tau Kok Portion. The improvement works include the provision of barrier-free access facility at the subway outside MTR Ngau Tau Kok Station, provision of two subways linking the existing subway at Exit B of MTR Ngau Tau Kok Station through KTIL 761 and Hoi Bun Road Park, and face-lifting of adjacent public transport interchange and pedestrian facilities, etc. [Figures 5 and 6]
- Proposed footbridge across Wai Yip Street near Siu Yip Street
Highways Department is carrying out detailed design on a proposed footbridge across Wai Yip Street near Siu Yip Street so as to divert the pedestrian flow from the Telford Plaza across Wai Yip Street, ease the overcrowded situation of the existing two footbridges across Wai Yip Street, as well as improving the pedestrian connectivity between MTR Kowloon Bay Station and Kowloon Bay Action Area. [Figure 7]
- Proposed elevated walkways linking up the former runway of Kai Tak, Kowloon Bay Action Area and Kwun Tong Action Area
- Civil Engineering and Development Department is carrying out investigation on an proposed elevated walkway along Sheung Yee Road to Kowloon Bay Action Area and an elevated walkway of about 1.3-kilometre long at Wai Yip Street to cater for the expected increase in pedestrian flow and to provide a convenient pedestrian corridor for enhancing the connectivity between Kowloon Bay Action Area and Kwun Tong Action Area. [Figure 8].
- Civil Engineering and Development Department is also carrying out investigation on a proposed pedestrian cum cyclist bridge of about 600-metre long across Kwun Tong Typhoon Shelter (KTTS) to provide a more direct and convenient linkage between the Kwun Tong promenade and the former Kai Tak runway. It will serve a comfortable and convenient walking and cycling environment, as well as facilitate pedestrian to move between the former runway area and MTR Ngau Tau Kok Station via Lai Yip Street. Being located within Victoria Harbour, the bridge proposal is subject to the control of the Protection of the Harbour Ordinance (Cap. 531). [Figure 8].
