EKEO advocates the concept of "walkability" in Kowloon East. We have completed feasibility studies on pedestrian environment improvement in the Kwun Tong, Kowloon Bay and San Po Kong Business Areas and have formulated a number of short, medium and long-term improvement schemes in order to improve the pedestrian connectivity in Kowloon East. The medium and long-term improvement schemes, which include the proposals of subways, elevated walkways and travellators, are at various stages of engineering planning, design and construction.
Highways Department commenced the investigation and preliminary design for the proposed pedestrian environment improvement works in Kwun Tong Business Area – Ngau Tau Kok Portion. The improvement works include the provision of barrier-free access facility at the subway outside MTR Ngau Tau Kok Station, provision of two subways linking the existing subway at Exit B of MTR Ngau Tau Kok Station through KTIL 761 and Hoi Bun Road Park, and face-lifting of adjacent public transport interchange and pedestrian facilities, etc. [Images 1 and 2]
We have engaged Highways Department to construct a footbridge across Kwun Tong Road and to connect with the MTR Kowloon Bay Station Exit B and the future East Kowloon Cultural Centre (EKCC) in order to alleviate congestion at the existing walkway system and enhance connectivity between the MTR Station, the future EKCC and the nearby residential areas. Construction of the footbridge commenced in end 2019 and the footbridge was commissioned in Jan 2023. [Image 3]
Similarly, we have also engaged Highways Department to construct a footbridge near MTR Kowloon Bay Station Exit A to cope with the increased pedestrian flow, and also provide a barrier-free access. The construction of the footbridge commenced in mid-2022 and the footbridge was commissioned in March 2025. [Image 4]
In addition, Highways Department is carrying out detailed design on a proposed footbridge across Wai Yip Street near Siu Yip Street so as to divert the pedestrian flow from the Telford Plaza across Wai Yip Street and to ease the overcrowded situation of the existing two footbridges across Wai Yip Street, as well as improving the pedestrian connectivity between the MTR station and Kowloon Bay Action Area. We have also engaged Civil Engineering and Development Department to construct a landscaped elevated walkway to the New Acute Hospital and to carry out investigation on an elevated walkway with travellators along Sheung Yee Road to cater for the expected increase in pedestrian flow. The construction of the landscaped elevated walkway to the New Acute Hospital commenced in end 2021 and is expected to be completed in 2025. [Images 5 and 6]
An elevated walkway of about 1.3-kilometre long at Wai Yip Street is proposed, providing a convenient pedestrian corridor to enhance the connectivity between the two action areas at Kowloon Bay and Kwun Tong. The proposed elevated walkway will be equipped with travellators to enhance walking comfort. Provision will also be made for direct connection with the developments on the two sides of Wai Yip Street to enhance the flow of pedestrians. Consideration will also be made to provide well-designed gardens at suitable locations along the elevated walkway. [Image 7]
Moreover, a 600-metre long pedestrian cum cyclist bridge with travellators across Kwun Tong Typhoon Shelter (KTTS) is also proposed to provide a more direct and convenient linkage between the Kwun Tong promenade and former Kai Tak runway on its both sides. It will also serve a comfortable and convenient walking and cycling environment, as well as facilitate pedestrians to move between the former runway area and MTR Ngau Tau Kok Station via Lai Yip Street. The bridge across KTTS will form an iconic structure with characteristic architectural design commensurate with its prominent location. Being located within Victoria Harbour, the bridge proposal is subject to the control of the Protection of the Harbour Ordinance (Cap. 531). [Image 7]
