The Kwun Tong Action Area (KTAA) is part of the Kai Tak Fantasy (KTF) project, which is envisioned to become a world-class tourism, entertainment and leisure attraction.

Consultants have been engaged to carry out a study to review the land uses of KTAA. The opportunity was also taken to examine possible co-uses at the Kwun Tong Typhoon Shelter (KTTS), part of Kai Tak Approach Channel (KTAC) and the adjoining ferry piers. KTAA has an area of about 4.2 ha and currently comprises the Kwun Tong Ferry Pier Square and Pet Garden, Kei Yip Street Public Toilet and Refuse Collection Point, Kwun Tong Ferry Pier Public Transport Interchange and Cooked Food Market.

On the basis of the widely consulted Preliminary Outline Development Plan, the Recommended Outline Development Plan (RODP) was formulated and went through a further round of consultation. The revised RODP is shown on this page.

KTAA is planned for a mixed-use development comprising commercial (i.e. office, retail and food and beverages), government/institution or community, open space, and public transport facilities, etc. Existing government facilities are replanned with a view to rationalizing the land uses and enhancing the waterfront environment. KTAA would provide about 80 000 m2 of commercial floor space and about 22 000 m2 of public open space. The multi-level public open space network proposed in KTAA would be connected to the Kwun Tong Waterfront Promenade and extended towards the future Tsui Ping River and Cha Kwo Ling Waterfront. Besides, traffic improvement measures are proposed, such as changing the roundabout at Hoi Yuen Road/Wai Yip Street junction into a signalized junction to increase junction capacity, and converting Kei Yip Lane into a two-way traffic lane with the provision of an additional carriageway passing through the KTAA to divert the roundabout traffic. Public parking spaces will also be provided in the future development.

Short, medium and long-term water body co-use proposals are recommended for the KTTS and part of KTAC. For example, to promote water body co-use between vessels and water recreational activities in the KTTS during non-typhoon days, the vessel passage along the Kwun Tong Promenade has been widened from 50 m to 100 m to release more space for water recreational activities. In the long run, with the completion of KTAA and the Kai Tak Tourism Node, more entertainment and tourism-related uses would be provided to promote the vibrancy and attractiveness of the waterfront.

The Study was completed, and the study recommendations were incorporated into the relevant Outline Zoning Plans. Major findings and recommendations of the Study are summarized in the executive summary below. The infrastructure works proposed under the Study are in progress.
